How Are Member States Turning the European Care Strategy into Action?

A new report developed within the EU-funded InGoodShape project sheds light on how Member States are implementing the European Care Strategy in practice. Titled “From Recommendations to Actions: Member States’ practices to implement the European Care Strategy”, the report examines national actions to strengthen the care workforce and improve working conditions across Europe.

Launched by the European Commission in 2022, the European Care Strategy aims to improve access to high-quality long-term care (LTC) and early childhood education and care (ECEC). As part of its implementation, Member States appointed national LTC coordinators and submitted national reports outlining measures taken or planned.

Building on these inputs, InGoodShape project partners analysed all 27 national implementation reports, identifying a wide range of practices to address workforce challenges in the care sector. The report covers key themes such as career progression, education and training, professional standards, social dialogue and collective bargaining, health and safety at work, and others.

In addition, the report provides recommendations for the European Commission, Member States and Social Partners to support the continued implementation of the Care Strategy, to turn commitments into concrete improvements for care workers and services across the EU.

The project supports the European Care Strategy by showcasing good practices related to the social services workforce. It aims to improve working conditions by addressing physical and mental health risks such as Musculoskeletal Disorders and Psychosocial Risks, while also strengthening the capacity for social dialogue.
